Noisy Silence: Non-Verbally Stubborn

I used to meet two different kinds of people when they wanted to show their stubborness. One would react verbally where he or she would state their disagreement about something. However another one would keep silent but they still showing their stubborness by using body language, gestures, eye contact and others. It might give problems because not all people are able to understand non-verbal language...usually misunderstanding would happen.

I don't want to discuss about the first type of stubborn people but the other one. Why there are people who remain silent even though they don't disagree?
Why there are people who don't use the opportunity given by them to speak up but they don't do it?
What are the factors which affect them? emotionally or spiritually?
In what condition we should/can be silent when we are not asked to do so?
However they would discuss it with others, speculate and gossip, analyzing the issue, predicting the outcome and justifying something that they shouldn't justify at the back.

These questions become so "noisy" in my mind...in silence...
